I agree with Grendel, it's not particularly pedantic to appreciate correct grammar in these things.  If you put in the effort to write in that particular style then it's no great stretch to do so properly.  I atleast find that you instinctively know when each is appropriate much the same as when using the modern equivilents.

Spiffy, that point is fairly silly as not all rogues use identical items.  A choice of item category would be much better as it prevents you from getting totally useless equipment whereas someone else might get exactly what they want based on sheer luck of the draw.

You'd have to script in random external factors though as anything from an annoying bird crowing constantly to a large group of people talking in the square would be enough noise to cover most conversations, even if you were skilled at listening.

I know that for a long time this was disabled to prevent abuse of the system, and I for one was glad that a new implementation of it was added some time ago.  However, seeing as this is a pvp action and carries some fairly hefty consequences, anything from being wanted from the guard to getting the crap kicked out of you and robbed by some pissed off citizens, it seems to provide an absurdly low reward/risk ratio.  You require a DM to use it in NPC areas and it's hardly the worse type of theft you could comitt out in the wilds where you can freely pvp and so...  

I would suggest either:

A) Reduce the cooldown time by half or so to about 10 minutes.  This is hardly overpowering considering the pittance you can actually steal (about 11 gold maximum).
B) Change the system slightly so you can do it five times every thirty minutes to enable people to sneak about large gatherings and either cut one purse and run or risk the bigger job or taking five.
C) Increase the amount that can be stolen to 20-30 gold but keep the time the same.

This is an ability which is cool for adding flavour and another element of petty crime to efu, which often only deals with major criminals and psychopaths.  It's something that enhances a low level conflict between law enforcement and criminal elements, something that I feel gives muster pc's a chance to shine as the men keeping the law in a small village and dishing out interesting punishments.

Finally, due to the very minor benefits of this skill it's barely ever used or even invested in by rogues or other criminal types.
