There is nothing stopping people from applying for these perks;
It isn't guaranteed, but it might be possible for serious crafters to gain access to them.
From my p.o.v there isn't really a need for any perk or an alteration to the system, as both potion brewing and wand crafting can become extremely lucrative for people that take these feats.
