Also, buying a pre-built will always be more expensive.  Buying a gaming PC from any of the "big" names is pretty much a bad idea if you don't have a good understanding of what the components inside of them are and what their specifications mean.  The "big" name companies often put sub-standard parts in their machines and an actually good gaming machine is going to cost too much.

There are companies which will assemble the PC from scratch for you, good machines, without giving you shitty parts or a ridiculous mark up.  But they are outside of your budget.  I would suggest https://www.cyberpowerpc.com/ , pretty much any of their machines are a good value.

$400 can get you a PC that can play many games, but not one that is going to run Guild Wars 2 well.  The $400 you saw also may not have included the motherboard, tower and power supply.

I suggest trying Reddit.  This subreddit can give you good tips and help you work on something in your budget:  http://www.reddit.com/r/buildapc

Their IRC channel is very helpful as well.

Do you want a laptop because you want to be able to play games in various locations, move around and not be stuck to playing in one area, or do you want a laptop because you think it will be cheaper?

A $400 laptop is not going to run Guild Wars 2.  It may not be the most demanding game in the world, but it does need a fair bit of ram and a decent graphics card.  If you want a laptop capable of running Guild Wars 2, expect to spend at least $800 or so.  Gaming laptops are not cheap.

A $400 desk top is not going to run Guild Wars 2 either.  If you expand your budget a bit though, $600 to $700 can build you a gaming PC that will do that.  Do you want to buy a pre-built one, or are you open to building it yourself?

1.  As a player of a Watchman, I see quite a few players who are new to EFU wind up in the faction.  I think this is a good thing and makes them feel involved.  I think it would be a real shame to make it app-only because lets face it, that will scare off new players from joining.  You might say "But its so easy!"  Any barrier to entry can scare off a new player and I think the server is a far better place that new players could organically and 100% ICly join up.  I am echoing RWGs sentiment 100%.

2.  PC watchers often throw around more weight than they truly have.  Officers have serious power and are app only.  Watchmen really do not have all that much power, if you think they do, they are probably bluffing or exceeding their actual authority.

There are strict "we will delete or ban you" rules for Watcher PCs who are corrupt, with a post on our forum warning that you must keep the DMs aware of all actual corruption or be seriously punished.  I think that handles any OOC concerns.  As far as I know, no player has ever had to ever had to be punished for breaking it.

I  had a very different idea for a sanity system.  Dendar, the Elder Evil, the cause of bad nightmares is running lose, which is probably the cause of all of the terrible nightmares PCs have every time they sleep, right?  If every time you sleep you have a horrible nightmare... that wears down on people.  Screw the horrors of the lowerdark, what of the horrors inside of a mans own head?  Has anyone had a regular good nights sleep for a whole week since the Darkening?  I think a persistent sanity drain, representative of nightmares would be neat, not at all unlike the Withering, except instead of slowly becoming undead, we slowly become abberant horrors.  Like the Withering, remove curse could help lessen the effects and some resting places might also help, say, sacred ground?

The "lets make a bunch of elves who arrive from Evermeet" all at once never really took off, but, we have a real Warband in game elfing it up at this point!

Most of you should have access to the subforum now.  If you do not have access and you play an elf who has been a member of the group, please send me a private message and I will add you.
