The Blasphemy of the Dome
Gausim al-Marain

I do not speak of this topic lightly. As Honored Water Bearer of the Great Temple of Baz'eel I have for many years been tutored in the Orthodoxy and had the privilege of seeing tutors of the Royal Family taught in kind. I have seen the heights of the Ecstatic Terrace long before it sat over Ephia, I have walked my home beneath the sacred sanctum of the Epicrasis, I have known Ring Runner from before the Fall, I have known the Wheel. And I have known the Dome.

The Beginning
My arrival to Ephia's Well brought with it staunch realization of what the Settlement has permitted. In reading the public board next to the law of the land - saw I plain written by the hand of a woman named Sofia a plea for research and books upon the Sages. My first thought was Scholar, my first thought was perhaps a Refugee not knowing better.

This changed when I saw her name upon the Voiced Registry, after I was gifted my tribute by the Ephian Government.

This changed when I saw her name upon the League of Purple registry.

This changed when I saw her compatriot, Ottavio, upon the League of Gold registry.

This changed when I saw her compatriot, Cassella, upon the League of White registry.

That during an Election for Candidate to Ephia's Well, it was told to me be Paladin of Warad. That Ricario Cassella was of the Dome, sworn of Sage, though not "A pious man". That there was hope he may be swayed to the Wheel.

It was confirmed that at the time, Voiced Akna, did not know.

It was confirmed that at the time, Legate Domnhall, said unto me "I hadn't even thought of that".

The Dome of Man. The roots of its blasphemy had spread far and wide.

I reported this matter to the Janissary Conrad Fellstar.

He bade I also report this to the Astronomers, To the Balladeers, to hear their thoughts.

And so I did.

The Investigation
In speaking with the Apothar Cosine, his words resonated plain. That this an affront to Izdu.

In speaking with the Balladeer Alain, his words resonated firm. That he had long confronted Sofia over her blasphemy, that she had rebuked him, that she had made many spurious claims. Moreso that he was prepared to bury his feud with Janissary Fellstar to see this matter addressed. That he was shocked that an Apothar would so care.

In the coming days we would speak, we would meet, the trio weighing their options. So to though did I begin to speak with others of the Settlement. To learn their thoughts, to hear their wisdom. From some cautioned care, some bade firmness, some bade mercy, some bade wroth.

It was confirmed that indeed, Recluta Ottavio was Clergy of the Dome. That Sofia was Clergy of the Dome. That both had taken place in the Leagues. That both were Voiced Citizens. So too it was confirmed that now Legate Cassella was a servitor of the Dome.  When I asked him plain within the Office of the Second Seat.

Those of the Accord were spoken with. Our options weighed. Some warned against martyrdom, Some warned against repercussion.

Ultimately was chosen a path of Mercy.

A warning given, a week to find rebaptism.

The Wroth and the Dome
Almost immediately the response was as anticipated. The White League speaking in loosest asterbadian principle that these actions unacceptable. Apothar Cosine Mevura and Clubman Jordan Clearcreek descending into a shouting match in the street. Her claims of the Dome coexisting alongside the Wheel highlighted further as the Apothar declared that her Small God was dead and she should seek the Wheel.

This seemed to send her more infuriated.

More and further did the White League take to rally. From some the notion that Blasphemy a minorest nuisance compared to the majesty of the Wheel. From others that the notion of Blasphemy not blasphemy at all, but an expression of an asterbadian freedom, of peoples, of cultures.

This Asterbadian sentiment would skew the ad-hoc "Convocation of the Wheel". It would be declared by a small portion of faithful, of a small portion of the wheel, that their decision would by "One Spoke, One Vote" declare whom would sit as Grand Mufti. A decision abdicated from Legates Domnhall and Cassella, to be allowing of asterbadian principle those of the Clergy to accept who would sit as Grand Mufti.

I opposed the notion of "Vote" deciding who would lead the Wheel, for in the orthodox teachings there is no asterbadian sentiment. My name would be raised by the Balladeer Aurelio of B'aara, knight in service, against my protest. We would be the only two options, and The Wroth would win out. Ariel of Agaslakku, Jerrod of Kula, Alain of the Balladeers, and more would rejoice.

And Radislav of Wroth would rise, empowered by the newly Wrothan Domnhall Guivarch.

His declarations and actions swift. As Sofia of the Dome attempted her readings of the Sage Santina during the Vagrancy Law conflict he would grow incensed. As Sofia of the Dome attempted her readings of the Sage Santina before the Holy Piglrim, he would grow beyond to Wroth. He would chase her with a strip of shoe leather.

This routine became commonplace for days, she would read, Jordan Clearcreek and others would attend her, Radislav and others would spite her.

In hopes of seeing peace restored and mercy delivered was Sofia sought in Compromise.

We spoke for hours upon the Pyramid, differing ideas, differing notions. Though the orthodox practices were not adhered in Ephia the Mother's mercy was known. And so it was extended. Her concerns lay not for herself but int he fate of the Laymen of the Dome of which she had taken to care for.

Though it was drastic, in time we would find a compromise.

It would be taken to the Legate Cassella.

He would refuse.

The Water Heist
Though this matter would never truly go away when it was deemed clear there would be no acceptance of B'aara's mercy by the Santinian, the newly raised Sergeant Fellstar was met with, alongside the others of the Sultan's Fourth Legion. Observation and Report would become the standard practice.

Furthermore as the White League sat Monochromatic it was deemed that the Magistrates selected, that the Legates selected, were skewed. Rumors abounded that Prelate Alejandro, that Magistrate Clearcreek, themselves had been to Il Modo in recent weeks, accompanying Religious Pilgrimage. This matter was heard, was one of concern, and then filed away.

That is until the fateful day that Legate Ricarrio Cassella was dragged from the Pyramid in shackles.

Until the day that the Water Heist was revealed, the Treason unspeakable.

That Jordan Clearcreek had come up with a notion, that the Legate had approved it, that others were party to it.

That in the height of the seat of the Pyramid, anointed by the Princesses as Legate, with Warad upon the Stele did conspiracy swirl.

A conspiracy brought to light as Akna of Kula and others took of action.

Inquisitor was summoned.

Trial was held.

Thrice was the Mercy of B'aara refused.

And rather than face true justice, did the coward take his own life.

The Election
What would come to pass could not be called providence. At most it could be called reaction.

The Monochromatic Pyramid had set many rankled, and it had seen The Accord Signatories to strife and more as the Lily Pyramid had weakened both public trust and public perception of governance. The White League's treasons manifold and the Prelate raised without election or mandate, The Gold League's selection of the firebrand Ariel Hysair, and myself.

The same sought during investigation of the Dome were brought together regarding the Election. That trust must be restored, that a Mandate new must be carved. That The Accord as an Institution must be reaffirmed, in showing of a return to governance among the Pyramid.

That free of the Monochromatic that matters could be restored. That the Legate Akna, that I, could find compromise and path forward. That Assembly could be held without disruption. That Mission could be assigned and carried out by the Accord.

These matters have proven true.

The Blasphemy of the Dome
However with the return of Governance comes the return of the Penal Code of Ephia's Well. In further discussion with the Astronomers, with the Sisters of the Priory, with the Janissaries, and with a growing presence of the Wheel within the College of the Balladeers it was deemed time to correct the errors of the past.

While there were reservations by some in the enactment the Chief Scribe confirmed the legitimacy of the action.

With mandate from the Accord, with the annointment by the Princess, with the Inquisitor of B'aara's judgement of the Traitor Cassella and the Thrice Blessing of B'aara refused - came utterance at the conclusion of trial. That he was refusing of B'aara's Mercy. That he was false. That he was Traitor.

And in such precedent set. The First Legate of the Dome would be demanded to the death by the Lions, and instead would take his own life.

And the errors of the past that allowed the Leagues to be compromised, would be mitigated.

And the errors of the past that allowed the Voiced Registry to be compromised, would be mitigated.

And the errors of the past that allowed the teachings of False practice, would be mitigated.

And the errors of the past that allowed the Permission of Asterbadian Practice in faith, would be mitigated.

And in this decision was made.

And in this the Sergeants of the Fourth Legion resolute.

And in this the Sisters of the Priory firm pious.

And in this the Astronomers of Q'tolip clinical.

The Accord and Legate in unison.

No more, shall the Dome, threaten this Holy City.

And at the Call to Prayer of the Temple of B'aara did men and women rejoice.

As John Gunn, as Gary Smith, as others take to rebaptism in B'aara's name.

As news came to this faithful gathering of the Policy that was to come.

As the Mother Al-Fayyid took to cheering.

As the Janissary took to rejoicing.

As the Announcement then made public to the City.

Article 18 was in effect.

I write to inform you that your Wage has been adjusted upon the Stele per discussion with Legate Akna and mineself.

This is in part to facilitate the funding of other positions, but as Legate Domnhall kept exceedingly sparse record all that is known is why your office was created. No reports, no research, no information provided to our records to reflect what if anything he had you undertaking.

I welcome you to seek audience with me and we may speak of your position moving forward. As something of a physician myself I understand well the need for such a role. Yet some truly concerning rumors have also been brought my way that we must address.

While the Chief Scribe makes arrangements, I wished to send you some initial considerations and thoughts on matters for efforts moving forward.

On Prelates
While the Duty of Prelate is one that sits primarily undefined and nebulous a great deal of effort it seems has been put into keeping them involved in affairs, in matters of State, and more that they may be prepared to immediately step in should tragedy occur or the ill of portent transpire.

I have seen often both Alejandro and Khalid in the wake of the Legates, and though I know you yourself felt of the role in a way, I believe it is a boon to the Legate to see such expanded.

To that end I propose to assist and encourage such, eschewing standard work but instead focusing on government affairs - the Wage of Prelate be raised to 4 dinar.

On Magistrates
I would encourage you to see a second raised sooner than later, but I would suggest we see their duties expanded. At the last assembly of his term Domnhall spoke on my civil reforms allowing Magistrates to sit in matters of up to 2,000 dinar in mediation between the Voiced. I do not know how much Cassella or He shared with you on such but I can send you my notes on such in the coming days if you wish to learn more.

However absent such given the risk of exposure to criminal elements, possible threats, and more, I would propose a raise of Wage to 3 Dinar.

On Vizier
I know you had said you had your reservations on Qari, and I am glad to hear them, but in the interim I would share my following thoughts:

Firstly, as one of Baz'eel he is well versed in the acumen of trade and more in regards to local custom of the Great Ash. As a former Legate he is also not unfamiliar with the means and methods of creating boons from little more than opportunity. A wealth of experience that may be worth considering

Though indeed, let us speak more I understand the reservations are quite real.

Sacred Geometry
Gausim al-Marain

Geometric function holds a dear place in the hearts of any Ashfolk, but no action more sacred than the assembly of Sacred Geometry. It is the honed, precise, and generational proven most effective means of communication.

The Sacred Social Triangle
A simple but fundamental geometric formation it allows all three speaker to be heard. Dependent upon the social standing in question the angle and base by which the triangle is formed speaks volumes of both recognition and humility.

Equilateral footing ensures those of similar caste, station, and purpose. However much as the Pyramid of Ephia, gradation occurs dependent upon the weights and measures of status. The utmost of course being to stand shoulder to shoulder, the lower recognizing the superior by proximital gravitation.

Conversely so too may one who is outcast, chastised, or being disciplined find themselves akin to the child - gazing up at both parents side by side with one another, if the duo take the dominant position.

A delicate, measured thing but often the most simple of formations to understand.

The Diamond of Dialogue
Just as one moves up in the world with generational wealth, experience, and wisdom of culture, so too does one move up in Social discipline. The Diamond of Dialogue, precious and forged under pressure, bursts with good taste and proper decorum.

Throughout the course of conversation shall footings shift and sway, as in time a conversational dominance recognized by those of clout and status. A protective barrier effectively erected betwixt the highest, and lowest, while the middling jockey for position themselves.

Gaze to the Architecture of Ephia's Well. Notice the pathways of the Roads. Notice of the city's streets, its walkways. Notice the Accorded.

The Pyramid, the Symbol of the Sultan, sits on high. The Mount and Janissary Garrison, protectors of differing creed, settle east and west. The Rose, where Refugee and more enter the city first assimilating, to the South.

In conversation there begins a simple quartet position but as any dance, once partners are found in the middle does the dominant presence take its place. In large disparagement the three will form an advanced form of the Sacred Triangle, all three recognizing their humble status before the greater.

The Pentagram of Parley
Often utilized in tense negotiations and multifaceted discussions. The Pentagram of Parley is most often utilized for Stately works emulating the seating of the fabled Kardesler.

The Haute Hexagon
When one considers a party it is often the matriarchal aunt who comes to mind. She has adorned herself in her finery. She has seen her hair done in a newest style of the season. Her garb is refined beyond measure. She exudes grace from every tense breath while her abdomen kept taut. She is poise personified.

Until she has six glasses of wine, lets fly a scathing remark, and the entire dinner party descends into a verbal jousting the likes of which may be compared to the fabled Duello of the Outer Rings. The Haute Hexagon is formed.

Three pairs of two taking their sides around the table, raised from the chairs, oft standing in charitable agreement with their dinner partner for the evening whomever it shall be.

Once matters are settled, once civility is reaffirmed, is Order restored.

The Diadic Triangle, two partners at each corner, signifies a conclusion of unseemly activity and a return to pleasant peace. The seats at the head of the table reserved for the Victor and his or her courted guest, spouse, or simply companion for the evening.

The Forbidden Heptagon
Come now. If you are having an affair with seven people invited, surely you know an eighth, or collectively the assembly may forget to invite the member of lowest status to enjoy at Haute Hexagon.

No one ever wishes to sit the odd figure out in a Heptagon. Any planner of party worth their salt shall have two lists - one of treasured Potential Eights, and one of Removal from Sevens.

It is why it is not so uncommon for one who often finds themselves upon such a list to offer great charity and due respect in hopes of courting one who finds themselves on many Potential Eights. High of social status, high of acclaim, such a flattering Geometric rise. To overcome your status as One of Removal, to arrive with such esteemed guest as a Potential Eight.

The Octagon of Opulence
"No words. Should have sent a poet." - uttered a man who first gazed upon this splendid Geometric facsimile. Nigh unlimited angles of conversation, an ever rotating shift of status and merit, an imperceptible difference between such form and The Perfect Wheel. So crisp of angle, so clean of lines. Truly the height of Social Geometry.

Oh, to have a Potential Eight. The social event of the season is guaranteed to have one and as the hosts of parties far and near so wish - If B'aara is charitable and Warad is kind, their offerings of treats and samplings, goods and services, shall court them such Social esteem.

For all will remember where they were when they witnessed in an Octagon of Opulence.

But precious few will remember for a lifetime that it was their pleasant picnic in the Garden, it was their Drawing Board discussing affairs of night and culture, it was their vineyard, their office, their home... that saw Host to such.

No higher social honors, as showcased by the Host sitting affixed atop the Octagon. And all who came, be they Ambassador or Statesmen, Merchant Mogul and Captain of Industry, Highest of Priest,  Shall raise a glass and toast to such charitable host. And a single tear is known to pour, in B'aara's honor, down their gracious face. To have such honors gifted.

Food shall taste better, wine more robust, treats all the sweeter. The acoustics of conversation bringing the lilting laugh and the deepest chortle.

The trajectory of a young man or woman's entire future can be skewed upwards by hosting that season's Octagon. Many shall the suitors come. Envy of all rival. Such a boon to Status.

And to partake of the Octagon, an indulgence like no other.

Mothers drill their daughters on just the right angle to cant their head to laugh to cripple a rival's esteem and ensure she is viewed an undesirable suitor.

Fathers ensure their son's mustaches well trimmed and waxed to catch just the right sheen in the dim light of the Celestial Disc. For nothing draws the lady's eye like a well groomed Bel-Ishun Broombristle.

And in one social event a season of preparation.

Perfection.

A small tome kept privately secured away on a pleasant Baz'eelan vineyard, dispatches from the frontier settlement of Ephia's Well sent for his private library nestled deep within the Epicrasis.

Upon the Frontier I am confronted by Sin. These are my confessions.

Confession: Jealousy
To the Inspector Daoud, I offer confession. It brought me no joy to hear the terseness in your voice. I pray I had such moral fortitude, such aspirations of idealism. Alas. Within the Great Ash Desert we dwell within the world of the Real. To storm off claiming I work with traitor, when the Legal preceding you love so well, your aspiration for Perfect Law, the Evidence you have amassed, the efforts undertaken have resulted in no due criminal proceedings. A Traitor is only Traitor when he is proven by court, else he is merely nuisance.

I confess to the sin of jealousy. To engage in private business, to engage in the hobby of investigation, to engage in the hobby of machine work, to engage in such passions of Izdu. I am jealous of his time in Ephia sitting to the fringe. I am thrust into service to the Temple, to the Purple League, I have not had time to eschew political matters, to never sit holding Title, to seek to join the "Esteemed" Fourth Legion as the son of Al-Mazz endeavors. What a pleasing life it would be to not have to sit across from savage barbarian who has eluded all capture, who has eluded the Legion, who has eluded the most prideful Inspector.

A joy it would be to engage the world on my own terms, rather than the terms I am confronted with. None have captured this man. None have brought charges. None have rendered judgement. Until such a time he is an entity that must be treated with.

As penance for my jealousy I will reflect on Salhin, who was from B'aara herself given the disc. His personal life eschewed for the most arduous of tasks. It is petty, and it is childish, to feel so burdened by the petty minutia of Ephias Well, this backwater hamlet, when he had the burdens of the entire disc placed upon his shoulders. I must be better. B'aara demands it. I cannot be jealous of the Inspector's cozy life and bemoan my struggles, when compared to Salhin I live a life of plushest luxury.

To the Former Legate Qari Alriyh, I offer confession. It brought me no joy to watch the light fade from your eyes as the realization of my words set in. To before the Deputy Chief Scribe of the Sublime Garden take you so to task. To find so effortlessly the verbal dagger hoisted by the Deputy Chief Scribe that you sought her vote to mend fences. That she wished to settle this by a matter of charitable nature. The gleam in your eye as you reached for your Coinpurse. You who have toiled as Merchant so, you who have raised such Alchemic Tower, you who have worked tirelessly against the machinations of the Astronomers of Q'tolip, the Legate Domnhall, to preserve Baz'eel's splendor. I confess to the sin of Sloth. To choose the battles on your term. To choose the foes of your choosing. To sit on laurels of the past with expectations. I have been slothful in not breaking your spirits sooner. Reminding you that there is more to Charity than Dinar, that there is more to Civil Service than thwarting your rivals, that there is more to Status than title. May the smirk of the Deputy Chief Scribe remain indelible as indelible as her ink. May you appreciate the mercy that this was done with an audience of one, not dozens, not hundreds. That none watched as you sat, gawping, letting the words sink in like a Refugee from Kulkund trying to perform High Trigonometric Function. Nor the absolute gleam in the Deputy Chief Scribe's eyes as her smirk tugged upwards at your humbling.

As penance for my Sloth I will reflect on Kaliah, who was eleven times called to Act. Her long hours of waking in the day answering the call. It is prideful to mire myself in the matters of the Temple while attending the Refugee, while seeking to aid their city. Forgetting that it is those of Baz'eel I must, I have to, remain first and foremost the teacher of. In this, of this, as penance it shall be redoubled efforts to the truly favored of B'aara. For to save this city, I must first start with those who would be surest ally.

It is most telling, and indeed, most humbling, to recognize that in the wake of such a tumultuous time of Ephian Politics - it is to the Ulema that each league has turned. Khalid who holds firm to the protecting path of the Wanderer for all who come and go, Ariel who's fire burns so bright in the Protector, with hopes of coaxing the embers of others into roaring flame. And of mineself of whom the Mother's mercy and teachings flow so freely.

I have had the pleasure and privilege of getting to know both of these candidates in their visits to my Calls to Prayer at the Blessed Temple in the Souk and I am confident that whatever path is so chosen by the Voiced, the future shall be one of considerable improvement.

Over these next many days I will be seeking to speak with any and all of the Voiced - not merely the Accorded, but those who are eager to see a return to stability. When Assembly were carried forward as ceremonies of progress and improvement by the Learned Voice seeking to improve their home. For that is the burden of the privilege that comes with Citizenship. It is asked of you to do more, to be more, than others.

Those who rise to this call may play hand in the renaissance of Ephia. That those Voiced who are experts in their field may be called upon to act, enact, and involve themselves in Government at all forms. That those of the Accord may be given the tools and resources to carry out their missions to the fullest.

We have seen the Lily Pyramid.

It can be personal of myself, it can be of politic and consideration, it can be religious, it can even be contentious if you have a matter you disagree with me upon and wish to air.

I recognize I do not have the seniority of time spent holding station as Sephidra's tenure as Magistrate for so many Legates, or Hamdan's lengthy tenure in the political theater as Vizier and attendant to such robust expedition. Yet as servant of The Mother I would endeavor to hide nothing.

That we may, I hope, see some of that gap closed as I endeavor to represent our League moving forward. A chance I may get to know each of you all with further depth, but so too more importantly, you may get to know me as I endeavor to answer your questions.

And so I raise to you, fair readers and peoples of Ephia's Well and more importantly, those of the Accord, those of the Purple League, a platform to consider. That when the time comes for Primary it may be the future we speak of and not the present.

Many have come to know the tenets, but for the newcomer, a transcription:


Of the first tenet, I raise the following consideration:

First Tenet
We see now in our gaze plain the failing of Two Legates of the same League. I would petition amendment. That from Baz'eel, to sit as representative in the Sultan's Presence, a Satrap dispatched.  Many have told tales of the "Deadlock" betwixt Marcellus and Qari, betwixt Domnhall and Marcellus, and now the litany of mistrust among the Lily Pyramid.

One who may break ties in deadlock, one who may lend official voice to action, one that may see ceremony and decorum maintained at Assembly rather than the rambunctious voice. If this is to be his first Outpost, in his renewed Great Empire, it must be weighed and measured with the gravity of such.

Where as the Chief Scribe sits attending her many dutiful officials and scribes, where the Legates sit attending the Accord and Voiced, let come forth a Satrap to sit as symbol and reminder of the Sultan's presence. That all who hold papers of citizenship comport themselves as such. And that good progress brought to Assembly ensuring each one - comes a positive change.

Of the second tenet, I raise the following consideration:

Second Tenet
Great lengths have been taken to see those who flee the laweless wastes given means to come forward, and that the protection of our Sovereign has been given. The Refugee District project underway, protection efforts to ensure the Underdepths warded, and more are solid first steps taken. Assimilation though comes not from merely dwelling in a place - but in embracing it. Seeking to grow. To lay down roots.

I would propose, to bolster our Accorded Protectors, each of whom have sworn to the Sultan - An alternative path to voice. That service is granted to the Accord Signatories anew but in differing form-

That Recluta, Janissary, Nadiri, Student of the Balladeers, or Scribe of the Sublime Garden may serve a time in which their Officers approve them for citizenship - on the condition they depart the organization. To serve the Accord is not a life sentence and already do many depart for one reason or another ignobly.

Let us allow those who are willing to forgo dinar, who focus on purpose, a clear path forward with dignity and acclaim. Those who have served their time, been trained in this City's ways, and have paid a debt in other means granted the honors and rights of Citizenship.

Rather than the Voiced sponsoring - Return such a power to the Accord and Garden. That a Balestriere, Sergeant, Nadiri, or Senior Scribe may lend nomination for due and worthy service.

If they wish to forgo such they may seek to become an Officer. Or they may depart with honors to find their place among Ephian society with a firm and solid stamp from one of the Accord - That they trust this individual enough to vouch them for Voice.

Of the third tenet, I raise the following consideration:

Third Tenet
We have heard the tales. Woes, worries, strife. Qa'immi infringement capitalizing upon Red Hill. The workings of Diakos far south, the marches upon the Orc'ah, the threats manifold from each and all direction.

So too though is heard the failings of diplomacy. Marcellus' blunder with Il Modo, the rumors already begin to spread of Alkab's visit. And let us not forget above all-

Banafsi.

Our fair partner in trade, our fair men and women who have once been so proudly our ally in triangle trade with Frost Port.

To this I say - We must bring Liberation. We must free them from Qa'immish influence, and their violent insurrection. They too have seen refugees our way. And it is our place, and purpose, nay - duty. To free such. To see them forward from the throws of such abominable fate.

We must tame the wayward sons and daughters who live beyond our ways - but what greater showing is there than noblesse oblige?

Free Banafsi. Renewed Trade. Showing to our allies that they who stood with the Sultanate may still hold his favor, and his protection. We cannot, we must not, forget of their aid and trade in the past - for their diplomat yet remains in our Pyramid.

And, finally, upon the Fourth Tenet

Fourth Tenet
We have seen the breadth of our compassion in governing the Voiceless. Sephidra's many pushes to aid the Poor, Marcellus' many efforts to spread education - even the events of Red Hill to see the amount of Voiceless brought forth to Ephia's Well in full.

But to the Purple League I say -

There has been a failing to govern them with Strength. They sit defenseless in camps beyond the Walls while merely the "Idea" of charity drives men and women of the Rose and more to raise such robust sums of dinar.  In speaking with Magistrate Sephidra she informed me there has not "Been a Trial in Weeks". Weeks. Crime has ceased? Outlaws curtailed? No. Disharmony between the Government and the Accord has lead to distrust and misuse.

The Brooker has not ceased, they only know if they favor subtlety they may thrive.
The House of Baharu has not curtailed, they only know if they are canny they may thrive.
The Nameless Spoke has not eaten its own tail and vanished, they only know if they are discreet they may thrive.

There has been a robust push by the Past Legates to see the trade of Mercenary improved. I say it is the trade of Accord that must be improved.

New efforts to see the ranks of the Misfortune bolstered with more Investigative mien. The halcyon days of Lieutenant Rennik Colmes and others who would see robust investigation undertaking, arrest made, and men and women brought to justice.

New efforts to see the ranks of The Q'tolipans bolstered with more Abjurative mien. Not within Ephia's Well as some have advocated in the past- but new Legal powers beyond our walls. A force in which their Apothar and Nadiri, along with student, may serve as a Sword in parallel to their Shade. Not to drop Meteor upon Battlefield but with surgical removal of the Cancerous growths that are Brooker, Necromancer, Wyrmist, and more. Where have gone the Q'tolipans who so brazenly sealed Djinn away on cursed island?

New efforts to see the ranks of the Cinquefoil bolstered with more targeted contract and mission. Not with the distrust fermented in the past but with a path forward. None can deny in any single capacity that the marches upon the Orcs have proven a success. They have captured the imagination of the lowest to the highest in Ephian government. Prelates march forth aside pauper with vigor. For they prove they are first above all other company in La Banda, they prove they are to be first to seize the cup in the Balladeers, and none have raised more charity than the Sister.

Where as the Janissary grow into a firmer force of protection and investigation within our walls,
Where as the Astronomer grow into a firmer force of proactive magical pursuit beyond our walls,
Where as the Cinquefoil grow into a firmer force of inspiring pursuit of the pied piping of the Mercenary caste upon our Foes.

In these interpretation of the four tenets, so true to the Purple's oath and core.

I believe firm we may see resurgence. A Reminder that B'aara's favor flows in Ephia not only in the flowing and endless waters of the Well but so too the trust of our Sultan and Ruler.

That we are not Legates of quarreling children, that we are not crass nor selfish, that we take serious the sacred trust placed upon us by the Wheel and the Sultan alike.

That the Sultanate grows, and Ephia may rise a beacon.

That those who come here may find a future.

You were not the only of your rank to visit last evening. And others of the Legion have reached out. I share this not to betray trust but to offer a soothing that you are not alone. It is easy when the burden of duty upon your shoulders to feel alone in this world.

When men and women seek you only in darkest time of distress, or in the throes of political machination. That by each day it stops feeling they see you even as a person - but as a uniform behind a desk. They stop asking how are you, they stop asking your interests, they demand only your time. Your time to serve them. How you may aid their league, their next Legate run, their next business venture, their next report of the malignant brought upon them, their next lodged complaint. No longer do they ask you to join them in Mizzar, or in meal, or in even celebration.

For both you and the women and men charged to you, you must find something. A recourse to see you grounded. Be it a hobby you partake of weekly, be it scholarship, be it something so simple as a journal kept in your footlocker. Something. Anything. The worst thing you may do is succumb to the mantle.

For in such a thing as they only see you as such, so too will you in time only see yourself as such, and callous take root.

This, in part, why it was imperative I step away from my station as Magistrate. For there are many other Magistrate to sit in the Hall of Jurisprudence. And any may be raised by Legate to fulfill such a duty.

I am here though, as needed, to you and your men.

Be it something so simple as enjoying some time together to speak - as we did and you wished more of, or we may break bread and dine to help keep your feet on the ground, or we may talk of hobby and more that you can pursue.

You may share this missive likewise, with Sergeant Reyer, if you so desire.

I have not come to know the man as well as I have yourself but these offerings I make to any of the Janissary's rank.

If one we to describe Institution, it would be best framed as the simplest municipal tool. A granary comes to mind. The ideal granary is an elevated space, raised on high, in which large quantities of grain may be kept free of the worries of moisture, rodents, and in such quantities as to preserve a family or if larger a settlement for the foreseeable future.

There are preparations in place and an understanding that the ill handling of the grain would lead to woes - Moisture, Heat, the growing of mold, inevitable fermentation. As the quantity ebbs and flows additional techniques considered to ensure that it remained dry and tenable. Some going so far as to spread it out for a time upon the floor to be stirred and flattened before returned to its bundled urns. In simplest exchange the granary tends the grain, and the grain gives purpose for the granary to exist. They move in harmony, until needed.

In barest metaphor such can be applied to any institution.

If one were to consider a Temple a granary, an institution of repository and tending, it would not be a stretch of the imagination. A cool kept place, raised on high, preserved and tended in the pursuit of curtailing that which would lend to tainting and spoiling of charges. Ensuring things remain tenable, the simplest exchange - Purpose given, and purpose returned, ever there in harmony until needed.

For it is the goal of the Temple to be so unneeded. That when a populace is tended, raised, and devout that in common practice a Temple sits until required. A happy populace may still seek a Temple's services for occasions of joy - Rites of adulthood, Rites of Ceremony, Unions of Wedlock, Celebrations of faith, and more. To arrive for a call to prayer in routine and humble ritual for the barest time to think on not just the self, but the community at large.

The selfsame may be said though too, of Governance.

That when matters flow smoothly, when the Granary stores what it must store, when it is tended by caretaker, when threats abated, when all is well - So too is it rarely considered. A peaceful people going about their day, tending their matter, uncaring for the minutiae unless they so choose that investment as hobbyist, scholar, or merely enjoying the sense of community. Affairs are tended, peace kept, their needs satisfied, and they may like sands from an hourglass flow and drift at peace with the institution tending, as it should, until needed.

One may need think no further than a Martyr's Maqbara. While some wish such a thing does not exist, it does. And it is there ready when needed, though most hope it comes to pass no later than required. For a Graveyard a solemn place for memorial, memory, and tending. But in each waking moment one ought not think of the grave, of what come, unless they are themselves a hobbyist, scholar, or merely enjoying the sense and reminder of mortality.

Yet a poorly managed Maqbara, where the dead take to fester, where disease comes, where Necromancer may defile as they please - this is a thing that sows doubt in institution, and lends an inordinate amount of distress to a community.

And a Granary beset by rot, by mold, by rodent, by bandit, when what is placed in public trust begins to falter - lends to an inordinate amount of distress to a community.

And in such instance it is the Temple's duty, as Institution, to act as it may.
  • If food is beset by rot then charitable works undertaken to secure of soup, to make of lesser millet and sustenance. While it may not be lavish - it will prevent famine.
  • If a house is beset by rodent then the humble work of trapping undertaken to secure peace, to prevent disease festering, to offer safe space in sleep free of bites and scratches and other malady that disrupt.
  • If a people are beset by bandit then the pious charge of offering Sanctuary undertaken to uphold peace, a calm and soothing place one may dwell free of woe under ward and watch, to offer a secure location where community may gather and speak and play and feel of ease.

To rebuild the public trust.
To buttress against faltering distress.
To return a sense of communal peace.

This my fair reader -

This is why last evening four peoples came to my Temple. Janissary in crisis of conscience on what it means to be a soldier in trying times driving away the unhoused refugee. Magi of such wisdom and skill and scholarly works feeling untethered and ill safe. Artist feeling maudlin over the state of affairs wishing to know how she may do more. And a young man, a refugee himself, new to these lands wondering what all the commotion is of, seeking to learn more.

For it is the goal of the Temple to be so unneeded save for celebration and times of prayer.

But it is the purpose of the Temple to be present, in times of crises, when needed most.

This is what it means to be Institution.

To honor the public trust given.

To safeguard such quantities as to preserve a family or if larger a settlement for the foreseeable future.

When traveling from Qadira to Frostport when the boat arrived it didn't unlock, DM Roxy had to pop the hatch.

When traveling back from Frostport to Qadira again, the same repeated.

Not sure what could do it but each time it said "You have arrived" - but the transition sealed.

"The Wheel Turns", is a passing phrase which has been adopted by the Refugee. With such though most things adopted, untended, left tend to wither. Among the Refugee culture it is used as a notion that things shall improve, that change is constant, that there is ever more. They could not be farther from the truth.

The Wheel Turns is an invocation of B'aara's mercy. She is Overgod of the Wheel but she is not so brazen as to declare she can be all places, do all things, so omnipotent. In past works it has been codified as an attempt by the Refugee to consider the Secular Bureaucracy in the lens by which the entirety of existence is cast. This is a fallacy. For the Ecclesiastic Bureaucracy has existed for millennia, well before the Great Ring was the last salvation of this Disc.

The Wheel Turns is a delegation of divinity. The flowing of water to the representative chosen for each task as sworn by Spoke, bound by family, honored by duty. Matters of peace reign, Praise B'aara, but there has been a scourge of Necromancy that has shaken the populace to the core. The Wheel Turns, it is boons given to the Twindari Maqbara, even holding honor of her name in such a thing as the soul is ushered back to the Mother. The Wheel Turns. Once the matter of necromantics abates comes a fierce famine due to the proximity of The Demon's presence. Kula Takes. But so too does Kula Give. The Wheel Turns and the waters and boons shift and flow that in her blessed hands may the barest grasp of life take to thickest root. Upon the feasting does the Wheel Turn.

This does not mean it occurs errant, for B'aara is the Wheel. And as these waters flows to those in need - so too does her Faithful, her Temples, her Shrines. B'aara in a great many considerations Is the Wheel. The Divine Conduit in which each other Spoke receives their powers, their boons, their blessings as needed during the times most dire. But so too the times most peaceful. For this she is thanked, for this she is revered, and for this are thanks given.

For that is the nature of a Sultana. Her Court tends the peoples, and in Confluence - The point in which the tributaries converge, is the mighty Edutu Raised. And in this Confluence - do her Clergy act.

You wander far and though you find shrine, old and worn, you find no Waradim - Seek the B'aarat.
You fall upon darkest thought and harshest times, your minds drift to the sickly sweet taste of wine and decadent intrigue - Seek the B'aarat.
You fall upon a foe so great, you are outnumbered, you are confused, you begin to doubt that The Protector still holds your heart - Seek the B'aarat.

We are servitors of She, the Mother, the Overgod of the Wheel.
We are tenders of She, the Wheel, the Pantheon of Sultan and Creation.
We are shepherds of She, The Sultana, and in this we are versed in all of her Court's ways.

The Wheel Always Turns. And even if you cannot find a Clergy of your Faith. You can find we.

For we are all of her Waters. And We the Water-Bearers, pass on her divinity.

To those who need.

Be they Champion of Agasian Arena,
Be they Izduan Magi thick of tome and debate,
Be they Gellemede, canny and grateful for the Sable Cloak.

Do forgive the delay in our meeting, as I was in Ka'esh seeking to stymie the maladies of greed and more that had befallen so many of Ephia's Well. To watch a daywalker, and servitor of the Sultan's Janissary, have his eye and leg removed for some esoteric magic of regeneration. It showed such a depth of desperation. The rest of my night was spent praying for him.

To your question there is no eighth day, upon the seventh it begins a new. This can be difficult for some of the dwellers of the Outring unfamiliar with the days, weeks, and months of the year but in Baz'eel these things meticulously respected and considered of the Spokes.

It is one of the services the Great Temple of B'aara provides, along with ensuring that if none are able to find a priest of their Spoke, that our Clergy serve as interim and offer counsel based upon that spoke, and similar workings of faith and civil service.

This is what it means to serve the Overgod of the Wheel.

Regarding my suggestion of institution of a Civil Court and your approval and request for prepared document I lend the following:

Pursuant of Magistrate and duties in relation to Jurisprudence the role of Magistrate is expanded to attend and assess Civic Judgements. Mediation of broken contracts, dispute between parties, and the undertaking of restitution and punitive measures. By virtue of Magistrate duties of serving as Trial for cases of Capital Charge, Serious Charge in absence of a Sergeant, and below the role exists prepared already for formal mediation and judgment.

The role is to be expanded in regards to a model comparable to the Baz'eelan system of Jurisprudence.

To add to their civic duties and expectations an expansion of station for Civil Cases to be heard and sat as Mediator. Voiced may pursue charges against Rival League but may not pursue charges against Rival Legate or Cabinet (Magistrate, Stele Position, et.). Voiced may pursue charges against their own League in pursuit of Expulsion.
 
If Petition accepted, Magistrates authorized to issue Summons for both parties to appear before Court in reasonable or timely manner. If refused, would be charged with Article 13 - Interference with Jurisprudence. Refusal to attend - Serious. Witnesses may be requested by either party to appear in a timely manner or submit written testimony prior to summons. Witness refusal to do so if petition accepted - Minor Charges.

Procedure will be carried out similar to Criminal Trial - allowing Advocacy for both parties in lieu of prosecution and defense.

Judgement rendered will be honored by both parties and enforced by Janissary, but eligible for appeal to Legate. Fines cannot exceed 2,000 Dinar. Criminal punishments of Exile, Execution, and more prohibited.

Unfair judgements, ill-reasoned or poorly carried out procedure, or similar may be reported to serving Magistrate's Legate for termination of duty.

As this role exists already before Assembly, this is merely a procedural practice, no Assembly approval will be requisite but you may raise it at your leisure to their attention.

To compensate for the anticipated workload a wage of 4 Dinar for Magistrate.
Failure for Legate's Magistrate to carry out such duties a matter of public shame.
Failure for Magistrate to carry out such duties eligible for termination.

Example of possible cases may include:

Sale of fraudulent goods in the Souk.
Deceptive contractual agreements.
Unreasonable dismissal from duty.
Deceptive pilfering of resources on contract.
Equipment disputes from the standard "Two Sixes" roll (e.g. Something won is merely being sold, not used truly by one who merely joined the roll, acquired in bad faith).
General Perfidy in Business.
Unreasonable Abuse by Bellow.
Egregious Sartorial Adornments (Skulls, bare flesh, similar).
Illegal Use of Likeness (Newspaper, Displayed Art, more)
Illegal Representation of League (Being Purple but Voting Gold, Misinterpreting the League-raised mission statements within each League, similar - Eligible for Expulsion.)

Scribes wishing to prove themselves or improve their lot may seek to assist in Civil Procedure but it is a purely Office of Magistrate obligation.
