Looking for Somebody For A Dual Concept

I'm looking for somebody to dual concept with me.  I have a basic idea already, but there is plenty of room for variation on the theme.  Anyone who wants to join in should expect the following:

-You will be the leader of a small PC faction.
-You will probably end up in PVP every now and then, most likely resulting in your character getting arrested.
-You'll have plenty of excuses to go on rampant questing sprees.
-You probably won't get very caught up in the politics of the Colony, but non-political plots are going to be of great interest to both our characters.
-Good vs. evil is not going to be a crucial point of our characters.  Neither is law vs. chaos.  Our conflicts will be more personal than ideological.
