"Lady" Kara Mabnel of the gypsy camp in front of the Netherese Observatory QA in her description is noted to have strange powers that allow her to see into the future.

Mother Mabnel, conversely, is the leader of the Barrow Wights in front of the Docks Barrow QA. She too has prophetic visions of the future and a considerably more developed dialog.

I'm guessing your Docks write up called for Prophet Mabnel and you had two builders run with it, neither of whom caught the duplication.  Looking forward to you bums finishing up the Docks too.
