The title says it all, as this con malus really makes very little sense, anyways. Kobolds are actually fairly tough critters due to the conditions they are forced to live in or whatever.

Here is a quote by Alejandro Melchor, Author of "The Slayer's Guide to Kobolds."

It is strongly suspected that as well as providing a measure of protection in battle, the scales of kobolds also insulate them against many of the diseases that plague civilisation and allow them to exist in lairs that are less than sanitary.

Now, there are a few changes I am suggesting. I would suggeset removing the -2 constitution malus simply to represent that kobolds are just as hardy as any halfling.

As to the passage later on, I would also suggest something along the lines of +2/3 disease saves, due to their adaptivity in such conditions.

And for the passage from the FR Wikia, I would suggest something along the lines of perhaps 10% cold vulnerability/-2 saves vs. Cold.

Thoughts? I know this would likely make it to the bottom of a very very long list of things to do, but I just think that it could do with some changes.
