I'd suggest he is moved inside the Tower of Mercy. It seems odd that he would have no interest in any PVP, no matter its origin, that could be pretty near him.
 
It makes more sense that if he was interested in the Tower that he would be in the entrance deciphering the tablets and such, and pay someone else to go deeper.
 
If the first gate had a key that he handed you, that would solve moving further into the Tower.

Main problem I see is that this means you could theoretically take as many people as you want into the QA by unlocking the door and 'holding' it open.

Though I suspect that making the first gate a transition to the next part would solve that, it is a problem that'd have to be solved

Having the NPC stand outside where he is clearly visible also makes it easier for newer players to locate the quest.

It seems to only multiply any potential problems by introducing the interior of the tower to the Warden's PVP experience!

Yalta

The interior of the Tower would not be part of the Wardens PVP experience. When moved inside he could have the OOC text removed from his description and become like any other NPC in regard to PVP (requiring a DM).
 
If the gate and key's thing wont work just put another portal in that only works for those that take the quest. Whatever works.
 
Regarding new players it could argubly be confusing when they read the general rules of the server (no PVP in front of NPC's) and don't then spot Orvus Thul's "special" OOC notes on his description, explaining he is an exception to that rule.

Whereas people transition cubing the tower of mercy interior could cause a very large amount of headaches.

I think his current location is fine and moving him and rescripting is counter productive

The guy's spelunking for treasure in the Tower of Mercy and has no clear political affiliations. I think his only reaction to PvP would be to run away.
