Post General Charter to Forums and Explain Town Elders

Pretty much what the thread title said.

I think the General Charter shold be posted to the forums, probably stickied to Public Notices alongside the Town Laws.

Also, considering how powerful the seemingly nebulous 'Town Elders' are (holding power to do away with a Mayor and call new elections) it would be very beneficial for this group to be explained somewhere. Who comprises it, and why, and what their duties entail.
