Verdant Predation plague: player tool

Currently, people infected by this plague can only drain from subdued PCs.
Could it me made it so that, if the target PC willingly accepts it, it could also be used on willing, non-subdued PCs?

EDIT: Also, could there be a way to "infect" other players? Perhaps at a high XP cost, so it can't be used to make a pandemic server.

Due to the nature of the plague, I don't think anyone would willingly let themselves be drained. You are not the first to ask, so it may be this is changed in the future.

Since there's a really limited possibility of getting cured, I don't want you guys to be able to infect others. When there's only a few, it's easier to keep track of your progress towards a cure or how you embrace the new possibilities.
