The camp is withered but inside the bazaar tent is a safe from withering, seems odd.  I didn't check the inn might be the same for inside areas there.

Fairly sure this is by design. Notice how the mist seems to cloy around the entrance to those places.

Yes. You can tell by the concentration of Mist by the entrance of the Crow's Nest, the bazaar tent and certain other places.

It's a happy accident due to the way the area is, I think, shared with Mistlocke's interiors. This is basically the same issue as the Dreamer's Cave having Withering, except reversed. It's a happy compromise for an OOC issue, so you probably shouldn't read too much into it.
