Similar to how it's done for the Orog Fortress Quest, I feel it would be an improvement if the Graveyard Quest also had a QA-placeable outside the QA so that those unaffiliated to Upper Sanctuary could do the quest, but without the added benefit of extra gold.

In the same way that characters might want to raid the Orogs without having to deal with enslaved Duergar, there will be enough lower // necro cult // nature based groups that will have a genuine interest in dealing with what's inside a Graveyard without wanting to deal with Sanctuary to do so.

I agree with this. That particular quest always scratched me as something every Necromancer would absolutely love to do, but would be blocked by two possible reasons: 1) It's in Upper, and if you are banished from Upper you have no real way of going on this quest, 2) Usually when you are a Necromancer or somebody who would summon the dead, you stand out like a sore thumb in the crowd, so any do-gooder in the group would gladly stop you from coming, or in fact stop you from getting any of the loot from that quest.

The only people I ever saw benefiting from the full "looting" of that place were rogues, who would often have to do so while nobody was paying attention, or sneaking around to not be detected.

Putting a quest placeable near the graveyard entrance would allow anybody to take part in it.
