Perk level adjustment

It has become apparent to me (And perhaps others) that the range of levels that can reasonably be reached has been reduced in the new setting. I therefore propose the perk benefit distribution be lowered in level by 1.

Such as, rogue perks coming at 4 and 7 and regular perks having their respective bonus applied at 1, 4, 7 for the sake of balance.

I am against this. I enjoy levels being harder to attain and therefor meaning more when you actually get there.  Power in perks should stay the same allowing a person who does great things the prestige of the perks power setting them apart from others.
