Traps are being stacked everywhere -- AI bug?

I have seen stacks of traps most egregiously in Mongrelwoods SQAs and surrounding environs, but I have also walked over a handful of stacked traps in the Commons over the course of the last couple of weeks. I have seen as many as 8-12 traps stacked in the same location.

Seems to be happening in 95 a lot too. Very scary.
