Refresh VFX command

Similar to refreshing character perks, something to refresh a  VFX that is lost upon resting would be nice (or applied at the end of the resting script?)

Seam sickness and other things tend to disappear after resting.

Sadly no good way to handle this, so probably won't happen.

Resetting perk might fix this, not sure
