Disable UMD for Non Pure Rogues/Bards

As the title suggests, with the exception of prestige classes. Maybe just give non pure classes like -20 UMD. Completely eliminates the crazy wand usage by people who have no business using wands, and gives something unique to two cool classes.

Honestly I'd like to see an economic alternative for non-wand crafters introduced to the realm. There's always been a push for little trinkets from quests that give some quality spells but the sheer (For lack of a better term) tonnage of the arsenal wands brings is just too much a tilt in a lot of EFU context.

My counter idea would be to reduce the prohibition on Scrolls. The UMD fact that wands are easier than scrolls when Wands are 25 charges of go fuck yourself and scrolls are 1 off and have to be scavenged, bought, etc always seemed backwards to me.

I'd rather have a Barbarian rip 1-3 scrolls of dispel in a fight than drop 25 charges because he's gamed his classes to also include some UMD levels or worse, 1-3 levels of another class which doesn't always make sense.

Yet for a Fighter to snag 2 levels of Caster or Bar multi or etc for "The Arcane juju" feels off.

If Wands were still limited but Circle 1-3 Scrolls became more coveted/less UMD or even like each circle adds % of failure (Circle 1/2 higher percentage, Circle IV being 25%) or something for non-arcane class use I think it'd add some economic wrinkles to the world beyond "I SAVED UP 8,000 GOLD GIMME THAT STONESKIN WAND CAUSE ME GRANDMA LIKED FEYPORKING"

I know that introduces Shield Scroll Mischief but rather someone have to pay out regularly for a book of scrolls and convince a wizard to take that time to scribe 20 over "Here's 1100 gimme 25 charges of shield forever) or worse as higher progression happens.

Or it's the massive amount of gold being collected these days that's allowing people to buy the feat, and then buy the wands, with relative ease at this point.

There's a lot of reasons it feels weird right now, so it's quite a few 'problems.'
