I suggest instead of using wizard/sorcerer level to determine the potential scrolls, why not to use unmodified Int mod or caster class level, whichever is higher? It will make this perk viable for both caster mc and pure rogue with int focus, without disabling level 8 perk for latter, while also easily enabling this perk for astrologist mc as well.
