Earned Voice

I know there's a ton going on etc but there's a lot of talk in the past of "Voiced" Being earned through deed, merit, etc with Syter and Zarat.

Would it be possible for Legate Player Tool/ in the Legate Office a nudge to give documentation to PCs to deliver to the Office of Voiced Scribe similar to recruitment papers in factions?

(And like all powers, if abused, leads to conflict or smash)

Or would it be preferable to inform a DM if there's a PC wanted to be Voiced, just point them out to DMs and +5000 finds its way to them for use at the NPC?

Or is that best to just just  EIG and give them 5k of my money.
