Scripted events during low playercounts

I am not aware if this is possible, but I am sure it is not a simple thing to implement. Still, I would appreciate if there was some scripted events/quests available that a character could interact with, which would be especially relevant during low playercounts. The reason for this is, that I am from a european timezone. Sometimes I happen to log into EFU and realize only 4 people are online and those people are questing together, so there is little incentive for me to stay online, so I sign off and wait until more players are online. I propose some small events/quests that players can interact with for minor monetary or XP-rewards. Here are some ideas:

-A drunk guest is causing a fuzz in the Krak, the Banda Rossa can't be bothered, but the innkeep would pay you some dinars if you could convince him to leave - roll intimidation, bluff, persuation
-A nobleman's parrot have escaped its cage. Try to capture it for a small reward
-The stadium needs to be cleaned up after the last fight, go down there and watch out for some wildlife from the last battle that might have managed to hide
-Some guy needs a message delivered from one side of the well to the other side.

Writing this, I realize these events sound very similar to the solo-events that are available to characters beneath lvl 6. I'd like these quests/events to be available for all players, regardless of lvls, for lower rewards but to give people an incentive to sign in, when there are low playercounts. If it is available, a script could cause these events not to spawn when there are more than 10 players online.
