To Legates al-Farisyya and Lhyrian,

Considering the following:

1.) that planned expansion will lead to an increase in water consumption
2.) recent innovations in water management developed by the Union during the war
3.) a lack of existing available documentation after consultation with a Scribe and Legate Lhyrian
4.) newfound opportunities to mitigate the suffering of the impoverished and the thirsty

It is my proposal that the Pyramid and the Accord commit to a communal effort to document the local water supply of the Well (excluding the Well itself, which is already well managed.) There are a great many wells both local and in the immediate region from which the populace draws its water. Many of these are not documented according to my current research, and neither are the reservoirs from which they draw. Only a handful are currently recorded, and the sources upon which they draw from even less so. It is my assessment that in order to properly provide for our Citadel's growing population it would be beneficial to the government for these to be documented.

Additionally, if found to be necessary, this would be a useful first step to implementing the "water mixing" technique employed during the march to Bet Nappahi. The act of "cutting" groundwater with the blessed Water from the Well enabled the Union to prevent the worst terrors of thirst. This very same method is currently (according to my recent research efforts) only somewhat implemented locally. This method would require a commitment of a portion of the Well's output, but it could quite possibly mitigate the thirst of many and pave the way for greater expansion and growth.

Even if this water management method is not implemented I suspect the Pyramid and the Citadel as a whole would greatly benefit from this water-survey being performed, if only to know what the Well actually has available in total, and I suggest to the Legates that the Scribes be assigned to the task. Should they be in need of assistance there lies plenty of help available within the Accord.
