By decree of both Legates Vellyn and Garen, the Assembly on the 9th shall follow these rules for a timely resolution of governing for all involved parties:

Rule one: Representatives of the Accord will be limited to three minutes each to make their case in regards to services rendered to Ephia's Well, appropriate compensation, or projects of import to Ephia's Well.

Rule two: Concerns of the public are to be submitted to the Office of the Scribes of the Sublime Garden ahead of the Assembly, on the 9th. If oral arguments are required for this specific situation, it shall be limited to three minutes. It shall then go to the Voiced public for if this situation requires resolution. Upon success, the concerned citizens shall be kept in the company of the Legates to discuss an appropriate solution, provided the solution was not already included within the notion.
