As said earlier, here is the suggestion of legislation you desired.

Legislation proposition
Electoral Sabotage

A foreign national who owns neither property nor a prolonged stay at an established place within the city of 10 days (of which is tracked by the same point of entry at the Gate of Coin and Sand, where identities are verified to ensure no exiles or wanted criminals enter), while participating in our electoral process,  is committing Electoral Sabotage.

Serious: A fine of up to 10,000 dinari, the removal of their vote from the electoral process and the stripping of citizenship.

To make this work in logistical capacity, I would encourage employment of four refugees and increase the next Scribe allotment by 4,380 to afford to pay them. They must be literate and able to document names.

This should target the nationals attempting to sway The Experiment from without, as dictated by Citizen Orin.

I personally feel that this legislation - and initiative - is unnecessary, as pointed out by Citizen Selsi, who offered data in rebuttal, that this is an exceedingly rare occurrence and is more easily dealt with on an individual level.
