Honoured Preperators of the Extant Adliye of the Martyrs, Advukats blessed in wisdom handed down to us in the Grace of the Mother, Magi, and Martyrs.

I, a humble Scribe tasked with the duties of maintaining and aiding governance in the Satrapy of Ephia's Well, write to you seeking guidance. Our Bureaucracy is a mere shadow of splended form of Baz'eeli works and I am faced with a situation for which we bare no precedent, a matter so tied into the form of Law and Spirit that you shall be my only recourse.

A Citizen of Ephia's Well, for a citizen they remain due to the revocation of the rights and responsibilities thereof having no clear clause of termination upon death, has returned from the dead through an act that may perhaps only be described as Miraculous.

The official paperwork for the rescinding of a notice of death shall be processed in due course with the aid of our local Preperators but it has raised into question an issue unique to the Asterbadian Democratic Experiment our Illustrious Sultan Osman VI, may his name be echoed across a thousand thankful voices, has seen fit to run within this Satrapy.

The question I raise to you is thus, Honoured Advukats, do voting rights reside with the body, the soul, or the combination thereof?

While the recipient of this miraculous ressurection falls into the third catagory, we must consider the potential citizenship and voting rights both of the many ghosts that citizens often speak of encountering, and likewise the bodies of the Voiced dead which through no fault of our own honoured preperators may find themselves in the possession of defilors and animators. As the citizenship, and therefore voting rights, are not rescinded upon death where do those rights reside legally?

I find this question beyond my scope as a mere functionary, and so present it for the judgement of your wisdom as experts in matter of both the Law and the passage of the departed.
