Whipping Gloves

Been several incidents in the past of a criminal being sentenced to public whipping, whilst no actual Watchers available have the exotic weapon proficiency.

It might be a good idea to, like the wizard's dart-throwing gloves, introduce a set of gloves that give the exotic proficiency solely for use when whipping criminals in the Square or elsewhere.

Why don't you just club them instead?  Those are readily available, and don't require proficiencies beyond simple.  Stop discriminating against bludgeoning weapons for your corporal punishments, I say.

Absolutely not. If you want to whip someone, suck it up and take the feat.

They're not easy to use for a reason.
