It does indeed work on invisible creatures.

Shouldn't it be a cone directed infront of the character? It seems it acts more as a complete radius around the Paladin.

It is a complete 360 degrees.  However, its a smaller distance than the PnP cone.

Every scripted attempt at the gigantic cone I've seen was pretty faulty though.

I think it is fine as long as people do not use it to track down a  stealthed person in an area full of evil people and creatures because many evil NPCs are not registered by DE.

Long ago, this was purposely changed because it was being exploited by IVANDUR REYNOLT (I think).  I think it was decided that it is not supposed to work on invisible or hidden creatures.

Well, my suggestion remains the same. I suppose that's left for internal discussions though. This isn't PnP and encounters (adding in a player list) make this 'radar' a little flaky IMO.

Due to the penalties for assisting evil-doers, Paladins must have their Detect Evil ability to be plausibly reliable and available. No to the cool-down.

Detect Evil should definitely not return the NAMES of unseen creatures, but a "presence" is still reasonable, I think.

I've always liked the idea of Paladins' eyes glowing, though, so maybe if they use it more than twice within 30 seconds then their eyes glow white for a couple seconds? >,>

Detect evil on a hidden creature doesent show a name just "You sense a faint aura of evil"

What about a 5-10 second delay where their eyes glow or something before revealing evil auras nearby? This would allow people to avoid it without spamming no duration potions

I'd only be for the delay if it worked like the PnP equivalent, which means that you'd immediately get information on the presence or absence of evil in the area, without any specifics until the delay is over.

10 minute long potions aren't 'no duration', and they're quite cheap.  Not to mention the fact that they usually drop in huge stacks during quests and aren't desired by most people. -.-
