Knockdown Bug

I'm unsure what is causing this, though it seems to be exclusively a post-1.69 bug, but Knockdown often gets large delays (you KD a monster, and they don't go down until one or two rounds afterward) or the Knockdown doesn't even occur despite it being successful.

The monsters which this seems to happen most with for me are Wild Orc Guerrillas, Wild Orc Savage Prophets and Nightriser Warlocks.

I've seen this a lot. Mostly with the Wild Orc Guerilla's.

Relinquish

It's the AI. This happened pre-patch when I cast gust of wind on some spawns the spawns ran up to me, then they fell down.

I've seen this happen for a while. It even happened back in EFU as far back as I can remember. The NPC's that tend to do something then try to run to distance cause it the most. Not sure what specifically causes it, but usually trying to KD a mob that has tried to flee out of melee range will result in this...and can be very annoying when you're t rying to KD something to keep it from moving only to see it fall down about 20 feet away from you.

Chosen Arcanists/Necromancer/Hunters used to be effected by this bug, also. Its to do with their AI, which has them run away. I believe KD doesn't affect them until after their AI script has completed.
