Custom Leathers Tailor at the Tannery

A simple idea, but could we have a tailor selling upgradeable custom leather armour in the Tannery? I know that custom armor and clothing isn't made that much, but there's already the scripts there for it from Hagga and Magga. It just needs an  NPC to offer it.
