Rogue Spymaster Perk: Add Alter Self Spell Token

It would be neat to add some high level casting charge(s) per day as a token for rogues taking the 8th level perk Spymaster as either an addition to, or replacement for the current disguise power which only allows you to take the form of an NPC child model. The new spell seems like just the sort of trick that Spymaster was originally intended to be able to do.
