Give Teleport/Whispering Wind configuration to any who can use them

I propose that the Teleport/Whispering Wind config menu should be accessible by everyone, for their might be times when characters have items with charges or uses... or at the very least, those who can mechanically make use of those scrolls should have access to this menu. Otherwise, these spells don't seem to be usable in scroll or item form, except by those who can already cast the spells.

As an aside yet in a similar vein, it might be cool for the polymorph menu to be available to scroll users, etc., maybe in a limited form - because I can understand how it might take more proficient spell weavers to have wider ability with shapes.

"/c polymorph list" brings up a list of the new polymorph shapes and you can access them through scrolls i'm pretty sure if you set like "/c polymorph troll" and then use the scroll on yourself.

100% would love to see options for WW/Teleport on rogues and etc though.
