Public Speeches Forum Expansion

I don't know what "Supervisors" Are from SC's OOC post in the public speeches thread but I feel like the Weaver and Accountant approved Representatives and the Scribes of the Royal ARchive should be able to post important and pertinent documents and announcements within. If they misuse or abuse it DMs can just inform them to delete the post or etc.

Things such as

- Results and legislation, or if people want detailed minutes. (Bearic's stuff is cool but there's a lot there to leaf through), One post each for sessions of the Council of Peers and the Parliament.
- PR Announcements from the Weavers and Accountants on policy or proclamations or etc from their Representative sas they're the big, influencial guilds that basically run Ticker (Like Ordyn's defense announcement, etc)
- A copy of the Clocktower Accord Article 13 titled "Laws of Ticker"
- Judgements from trials raised publicly

The forums are a tool that can be used to make a lot of things easier for a lot of people, and while it can feel like busy work, in the past things like DM and PC Faction Forums and more made things move a lot smoother for Factions, Associations, and more. Communication helps Instrumentally and a large part of people being on the same page.

Also it lets people who can't get IG stay updated, keep appraised of goings on, and less of a feeling of "IF I AM NOT ACTIVELY IG IN EFU THE WORLD MOVES TOO FAST".

Not everything has to be as complicated as I made my Knave posts, that was just because I wanted to tell the full breadth of the intrigue to try and coax people.

It can be as simple as Arek Vlasi copying his sendings to the forum, or etc.
