Webber outfits on the 2th floor

The webber outfits on the second floor, that you receive by having a dialogue with one of the dummies (npcs) wearing them seem to be broken for the most part (Specifically, you cannot start a dialogue).  If that helps in fixing it, You can trace this back to when the Area was expanded to make room for the faction base. I assume all assets got copied, but they forgot to take along the dialogues?
