Lyrist,

Per your request for consultation and our discussion I've enclosed two possible options. One, or both, while long shots could potentially see forward the spirit of what you are endeavoring. I have done my best to set a baseline which can be expounded upon, as it is just some initial considerations. However it is a difficult matter to tackle as so much of the current structured system has so many glaring holes.

Option 1: Procedural Pressure
Given your request that the situation of the Legion is deemed to "Desk" cases that are either politically advantageous to them or another branch of the accord, or simply choosing not to pursue a matter, an idea for consideration is formal pressure.

A measure created and proposed for Assembly procedure wherein called to vote the Legates can be pressured to implore the Legion to action on a Case that has been left in stall. While this is predicated on the Legates actually adhering to Assembly pressure is another matter all together but it could be utilized as a lever to create increased distrust in a seated legate if so desired. Admonishing the Janissary gains little traction but a Legate's career can be pressed.

Option 2: Legal Pressure
Given the secondary concern about Janissary corruption it is not without merit the idea that given the burden of trust placed in our protectors, if they are found to have been abusing that trust, a mandatory escalation of charges raised for any transgression while adorned in the cloak and uniform of the Sultan's Legion.

This, if passed into law by Legates, would codify the demand that our protectors remain truly and thusly our protectors rather than craven opportunists and lecherous refugees choosing to use and abuse their station against their contemporaries.
