Sapper and Ascetic Applications

Make it to where a DM can approve a Sapper and Ascetic app unanimously so long as there aren't too many IG already.  Application wait times during lull periods (which can take weeks to get results)  really contribute to player burn out, especially when for extremely simple, almost certain to pass applications.

Doesn't work that way but we definitely have been slow on apps recently, will try to speed it along for folks that have been waiting for far too much time.
