Annoyed Pondsman/Jero the Fisherman bug

The way I understand the system one of the npcs (Annoyed Pondsman or Jero the Fisherman) must be present around Pauper Pond area. According to my personal observations lately none of them can be found in their usual spots (nearby main campfire, behind the mansion, in the alcove and a bit further alcove closer to Orza thugs).

With them being absent you're loosing opportunity to take their quests, which are quite good/rewarding.

The Annoyed Pondsman hasn't spawned in weeks. I think there is a faction bug that gets him killed. Can these NPCs be flagged as immortal?
