Add Phantoms of Deception to Craft Wand

Tried to make this wand recently and got a message that it wasn't supported. Would really like this Custom Spell to be added to the list that can be turned into a wand by the Craft Wand feat.

Phantoms of Deception can't be scribed either. Be nice if this was fixed. Thanks!

Yeah, it's an oversight. I made the change, but I think server needs to be hard reset for that. Will do that tomorrow hopefully.
