Jarke Shelly: Still bugged

Jarke Shelly is still bugged. When you successfully intimidate him, he says he hands the sword over but doesn't actually give it to you. I noticed this problem with him once before: if he is outside the casino then for some reason he will not give you the sword. I have never had this problem with him while he was inside the casino.
