Provide an NPC that sells Merchant Licenses

With the news of the only PC scribe retiring, I suggest an NPC be made available in the Well to purchase a trading license off of, albeit at a higher premium than one might get from a PC.

Otherwise we're stuck unable to get trading licenses until another PC scribe is made.
