Sergeant Reyer,

The incidents that occurred at the gate of coin yesterday were un-acceptable.

Firstly refugees have been allowed to pour in with absolutely no requests for reinforcements from the fourth legion until the point it had got out of hand. An incident was inevitable at this point.

Secondly your soldiers and scarabs on the scene were entirely incompetent not even being able to follow the most basic of orders as I attempted to calm the situation by asking them to remove people who were inciting what was very clear would be a riot, some of your soldiers among those inciting the riots rather then doing their job of maintaining order. Some of these pups need to be whipped into shape.

I am also to understand that at least one of these pups has slain a man with drawn steel in what was otherwise a completely manageable incident, that required no lethal force. I would like this fully investigated.

Thirdly- Richo assaulted me in my own office in front of many witnesses and was escorted away by your men. I would like to know that he was charged for this offense to make an example of those who think they can openly rebel, we must have order. If he does not have the dinars then he may serve a short time in the stocks.

We have already discussed the needs of the fourth and what resources you need to ensure order is maintained. I am committed to ensuring that you are well equipped and funded for the tasks ahead but I need you to reign in your men and get them in line. This can NOT happen again. Work with me Sergeant and I will work with you.
