Free access for the Office of Property Management Ledger for Scribes and Legates

Now that the Office of Property Management actually locks itself again after a time when you pay a bribe for the key, it makes sense the Scribes should be able to access that information inside without having to pay their co-worker (or Underling) a bribe every time they need to check the records.

It should make sense for Scribes to have access, too.
