Makes no sense for the Scribes to offer proper armour. They're not a combat based faction, they're scribes.

At most they'd have variations on the tunics.

It also makes no sense for college students to have armor and yet the Sandstone college students do.

You can dye your armor if you want. You can also make armor at the Steel Rose so that it has a tabard that you can dye to the colors of the Scribes, though in the city we wear the uniform given to us upon entry with the expectation to wear it.
