I think it'd be cool to encourage new players to get into factions as early as possible, whether they be PC or DM. Would it be possible to add persistent bulletins for PC factions to advertise, and to have NPC  representatives for the various DM factions to talk and inform newly arrived of what's up?

NPC representatives from each of the major factions in the New Arrival's Tower, who gave information about their respective philosophies/agendas and how recruitment is handled would be awesome.
