If you succeed the appraise check with Young Toby, the delivery never arrives. It has been 213 minutes since I did the order and the dialogue has not changed. Suspect it was just an oversight in the dialogue.

Young Toby has indeed been fixed, confirmed in-game. That said...

Herb 's delivery does not work in the same circumstances. Succeeded appraise roll and tried to retrieve my delivery over the next three hours afterwards, no results.
