Level 8 Stalker Perk bug

Hit level 8 for about 10 minutes, then died. Tried resting, tried relogging, tried reseting my perk. Skin color stayed discolored after respawn but invisibility didn't return after various attempts.

You are not supposed to have permanent invisibility again after losing level 8 rogue!

Aren't perk benefits supposed to stay once you hit the level? I thought this was always the rule. Even if you're 5, if you hit 8 once, you hold the perk benefits for level 8 still.
