Caermyn Scripted Promotion not triggering

The dialog on the promotion ledger doesn't give the option to assign for the promotion. The first worked fine, for the rank of "Mercenary". The Second, "Mercenary Lieutenant" doesn't seem to open the option. I double checked and have all the pre-reqs, got the gold in the inventory and the amount of bounties turned by himself(I exceeded in like three or four the minimum amount), and the ledger still doesn't trigger the option. This happened exactly on an older character I had, when his promotion had to be fixed by a DM (Talir).

The promotion system is not bugged but the counter is. I'll have a look at it.
