Background: A Sewertown refugee who joined with the Brotherhood of Ascension.  He acted as one of their enforcers up until the Reawakening, which he incidentally slept through after a long night drinking in the Crone.   Unwilling to flee Lower to the Tower controlled Upper or freak beleaguered Vaults, he signed the Pact.  

Premise:  An irreverent, burned out freedom fighter with alcoholism and a contrarian nature.  

Goals:  Become A Covenant influenced Councilor that can be bought and payed for by certain parties and engenders intrigue/conflict without rigid loyalties to any one party.

There's two walls and one only has a dc of 10.  Mushroom patches go down in like 1-2 hits.

Give Councilors access to the Hall of the Council. Make a quick transition to the second floor and back next to the entrance of the House for Councilors to use. Maybe a official decrees sending system to only be used for official Council business. e.g. announcing bounties and trials, declaring new laws, calling meetings and forums.

Currently wearing a Ring of Final Sanctuary means you can't enter from an outside transition.  Could this maybe be fixed so Councilors aren't accidentally forgetting to take them off and getting blocked from entering?

There's no distinction between upper and lower in the year 2017.  Lower is in ruins and Sanctuary as a unified city extends to the crossroads. If you don't want to live in Sanctuary (even though it's pretty much open to everyone these days) then you live in the Wilderness Struggle Zone.  It should remain this way because the last thing our diminishing playerbase needs is to be encouraged to be more spread apart and removed from the setting.

Suggestions / Make Prefectures More Unique

Some Prefectures are pretty barren in terms of having unique benefits that support the niche it plays in Sanctuary.  The Trade Hall is probably the best example of a Prefecture which has infrastructure that supports its niche.  Having a monopoly over storage and market stalls pretty much allows its Prefect to control Sanctuary's trade.  I think every Prefecture should have something similar.  Going to list a few examples below:

High Apartments - Landlord: Prefect of this Prefecture can rent out a couple rooms within their manor, each with with very limited storage (3-5 items max) and a free rest bed.

Canal Ward -  Dwarven Banking:  The Prefect can grant people access to a 10,000 GP maximum deposit banking account with the Varad-Azul.

Vaults - Residential Zone:  Tax revenue is substantially higher due to the Vault's population.

Crossroads - Toll Road:  Able to set up various obstacles and defenses along the road to aid in the collection of tolls.

The Blue Mushroom - Pirate's Cove: Access to a smuggler's emporium containing various illicit items and cheaply priced bootlegged goods.

The Sanctuary Stadium - A free-use sending system within the stadium to be used for announcing events and broadcasting commentary.  Access to throwable store made up of throwables which spawn creatures.  


House of Knowledge - Hidden Archives: Access to hidden archives filled up with lore from previous settings.

Make it so those with rings can take tag someone without a ring to join them in Final Sanctuary once per rest. After 15 minutes they're forcefully ejected from the illusion.

Calawyn's Steele's hideaway is too difficult to access with a 20 DC tumble check.

Consider revamping "Lower" altogether to merge the Canal, the back alleyways, and the ruins of Lower. As is, there's a lot of open, extremely unnecessary stuff that is no longer relevant.

Rename 'Lower' to 'Ruins of Lower'. Many people seem to still believe Lower is still around and is separate from Upper, when Sanctuary is one united city.

Increase the drop rate of potions from the ooze turn in. Consider making it so you gain exp until level 8.

Covenant amulets should have a use of ooze crust once per day.  Ooze crust should give immunity to slow.

Adding storage to each hideout and maybe some unique perks to each would make the world of difference in drawing people into the faction. Additionally, I think it's worth reducing the damage and movement penalty while in a certain area to some degree.
