Sell Fishing rods at more places

It is very hard to come across fishing rods these days and the only time I do see them around the large ones were made through herbalism or purchased from the old stargazer exile.
Can these be sold at more places like unyielding pass or Eyrie so that people can stargazers and nature folk can fish around.
