Blind Eye Apartment & Retainers

I'm not sure if this necessarily makes lore sense, but the Blind Eye Apartment is one of my favorite rental properties in the game, and it feels like due to the vibe of the place as the only "no questions asked" Inn and the number of perks granted to Peerage Retainers if maybe this one wasn't available to them.

Sort of like a reverse-Anthophilous Society, if you're flagged a Peerage Retainer then the blinded guy won't rent his apartment to you, maybe?
