UMD Cooldown for NON PURE Rogues/Bards

Just to discourage people multiclassing just for UMD and access to wands/scrolls/trinkets etc they wouldn't normally be able to use, I propose a 60 second cooldown is added for multiclasses that use UMD whether they make a successful check or not.

Who cares. Just let people multiclass and have fun. It's fine as is.
