With the Cultist Sorc already getting a Lesser Planar Binding token at level 8, albeit one that doesn't allow multiple summons, them also getting Lesser Planar binding at 10 creates Redundancy.

I'd say give them Summon V at 10 since almost every Cultist Sorc would already take it anyway. This means their other level 10 spell is actually a choice instead of pretty much everyone ending up with Summon V and Lesser Planar Binding.

From what I can gather the purpose was to ensure sorcs pick at least one spell thematic to their perks at 4 and 5 though I definately do not follow that logic across all of the perks so theres probably other reasonings that went into it.

Could be worse for cultist though. At least its in the same spell school as the core of your class, unlike say, Mesmer who got an illusion spell on their enchantment focused kit where Dominate person (A kinda awful spell) or mind fog would have both been thematically appropriate and neither are top picks - so this to me would have made much more sense.

I'd much prefer we had a choice between two spells or so for this forced spell slot but without understanding the thought process which went into these restrictions in the first place its impossible to say whats reasonable or if the restrictions are producing the desired effect.

Which is all to say, yes, It'd be nice and be useful - but also, I dont see it changing.
