Beloved Legates,

Following our discussion in the last Assembly I have set to preparing the legislation that you have requested. Here is an initial draft. Should there be any changes you desire I am more than glad to make them to the document. It is my hope that this mitigates not just your concerns but also the concerns of the people of Ephia's Well. I also suggest you provide this to trusted Scribes to review for their feedback as well.

Worker Protection Act

To protect the vulnerable of Ephia's Well from exploitation the following restrictions are put in to effect:
1.) Every worker must be paid at minimum four Dinar an hour.
2.) Workers are not permitted to work more than twelve hours of the day total.
3.) Any hours spent working over eight they must be paid at least one and a half times their standard wage.
4.) Children under the age of ten are not permitted to work. Those under the age of fifteen may only work half the hours of an adult.
5.) A worker injured at work in a way that renders them incapable of working is to be paid by their employer until they are capable of working again. Permanent injuries incurred at work do not warrant permanent pay, and instead the worker must be paid a flat sum (determined by a Magistrate) equal to severity of the wound.
6.) Every six days of work requires an employer allow their worker one day of rest.
7.) This piece of legislation does not apply to the Accord, and it does not apply to adventurer contract work.

Companies who violate this legislation will be fined an amount equal to four percent of their revenue earned during the month before the violation took place. This fine applies per violation. Issues, disputes, and arbitration of this legislation and its implementation will be performed predominantly by the Magistrates of Ephia's Well. Companies who violate this law twenty times or more will be subject to special review by the Legates of Ephia's Well to issue an adequate punishment. These punishments can range from a more severe fine all the way to seizure of that company's assets and more.

This should cover all points so far discussed as of late. I do not imagine I have forgotten anything, but if I have, please inform me and I will write up a specific amendment to this draft.
